Richard K. Levin, O.D., is CEO of Levin Eye Care. After graduating from the University of Maryland with a bachelor of science degree in 1999, he went on to the Pennsylvania College of Optometry and graduated in 2003.
Dr. Levin completed internships at the Boston Veterans Hospital as well as studied contact lenses under the tutelage of Miami Dolphins team eye doctors Davis, Semel and Morris. Dr. Levin specializes in comprehensive eye care including the treatment and management of glaucoma, contact lenses, pre- and post-operative LASIK and pre- and post-operative cataracts. He is specifically trained in the management of new lens implants: Crystalens and ReStor. He has privileges at Mercy Hospital and is heavily involved in the integration of optical services, primary care optometry and general ophthalmology.
Dr. Levin is certified by the National Board of Optometry and is a member of the American Optometric Association and the Maryland Optometric Association.
Howard H. Levin, O.D., serves as president and clinical director of Levin Eyecare. Dr. Levin attended the University of Maryland and graduated in 1968. He received his doctorate of Optometry from the Pennsylvania College of Optometry in 1972. Dr. Levin was responsible for building one of the larger optometric practices in the state of Maryland. In order to better serve his patients and the community, he founded Levin Eyecare with his son.
Dr. Levin was one of the founders of MEC healthcare, one of the first managed care companies in the country. He was critical in establishing optometry as the entry point for eye care. He has numerous awards and recognitions for his contributions to the community. He was awarded the Mel Waxman award given for his dedicated service to the community in 1999. He also was named Optometrist of the Year in the state of Maryland in 2003. He currently is senior vice president of Superior Vision and also serves on the quality improvement board of Care First Blue Cross Blue Shield.
Dr. Levin is a member of the American Optometric Association and the Maryland Optometric Association.
Maria Soledad Romero, M.D. joins us from Johns Hopkins Hospital where she was an Assistant Professor of Ophthalmology at the Wilmer Eye Institute. She is a comprehensive ophthalmologist specializing in medical and surgical eye care for the family with an emphasis in cataracts, corneal conditions and disease, macular degeneration, diabetic retinopathy, glaucoma and adult strabismus. In addition to offering Restor and Symfony lens solutions, Dr. Romero offers expertise cataract surgery using the LenSx Laser System.
Dr. Romero received her medical degree from the University Catolica Cordoba, in Argentina, and completed an ophthalmology residency at the Hospital Santa Lucia, in Buenos Aires. She additionally completed a Fellowship in pediatric ophthalmology at the Wilmer Eye Institute, and subsequently an additional residency internship in General Surgery and ophthalmology at LSU/Ochsner in New Orleans.
Prior to joining Levin Eyecare, Dr. Romero was an Assistant Professor of Ophthalmology at the Wilmer Eye Institute. Dr. Romero also worked in private practice specializing in comprehensive ophthalmology in Silver Spring, MD.
Dr. Romero is fluent in Spanish and English and sees patients at Overlea Personal Physicians, Lutherville Personal Physicians and Woodholme Medical Center.
Dr. Michael Sandler, a native of Baltimore, serves as medical director of Total Vision MD LLC. He completed his undergraduate studies at the University of Maryland and graduated magna cum laude. In 1973, Dr Sandler entered University of Maryland School of Medicine and interned at Maryland General Hospital. His training continued with completing the residency program in 1982 at the University of Maryland. He was board certified by the American Board of Ophthalmology in October of 1983.
Dr. Sandler has privileges at Northwest Hospital and Carrol Hospital Center. He specializes in medical and surgical eye care. He performs cataract surgery without needles or stitches thereby allowing a more rapid recovery. He is regarded as a leader in the field of Ophthalmology.
Dr. Sandler is a member of the American Academy of Ophthalmology, the Medical and Chirurgical Faculty of Maryland, the Baltimore County Medical Society and the Pan American Ophthalmologic Association.

Samantha R House, O.D. is an associate optometrist of Levin Eye Care Associates. She graduated from Binghamton University with a degree in Biology in 2009. She went on to receive her Doctorate of Optometry from the Pennsylvania College of Optometry at Salus University in 2013. Dr. House’s clinical rotations included Philadelphia’s Albert Einstein Hospital in which she worked closely with experts in glaucoma, corneal disease and neurology. She specializes in the treatment and management of glaucoma, contact lenses, dry eyes, and pre and post-operative cataracts. Dr. House is certified by the National Board of Optometry and is a member of the American Optometric Association and the Maryland Optometric Association.
When Dr. House is not working, she enjoys running, skiing and painting.
Ronald Surdin, O.D. Is an associate Optometrist of Levin Eye Care Associates. He graduated from the University of Maryland with a Bachelor of Science degree in Psychology. He went on to receive his Doctorate of Optometry from the Illinois College of Optometry. Dr. Surdin then received his Masters Degree in Education from Johns Hopkins University. He opened his own practice serving Baltimore City, Baltimore County and Carroll County for 35 years. Dr. Surdin specializes in the treatment and management of contact lenses, pre and post-operative LASIK and pre and post-operative cataracts.
Dr. Surdin is certified by the National Board of Optometry and is a member of the Maryland Optometric Association and the American Optometric Association.
Dr. Surdin served on the board of the Norbel School for children with learning differences and is currently on the board of the Crohns and Colitis Foundation of America.
Dr. Jennifer L. Stone graduated With Honors from Michigan State University, with a Bachelor’s of Science in Human Biology. She completed her Doctor of Optometry training at Pennsylvania College of Optometry in Philadelphia. Dr. Stone received numerous awards for her scholastic and clinical achievements, including the Varilux Scholarship, the Alcon Clinical Excellence Award and the American Academy of Optometry Travel Grant Fellowship Award.
Dr. Stone completed her residency in ocular disease at the Baltimore Veterans Affairs Hospital. During that time, she also trained with the faculty from the Wilmer Eye Institute at Johns Hopkins Hospital in the sub-specialties of glaucoma, retina, cornea, LASIK surgery and specialty contact lenses.
Dr. Stone’s research pursuits have included isolating a genetic link for glaucoma, exploring novel medication delivery systems and educating patients and colleagues about all aspects of eye drop compliance and adherence. Dr. Stone has also traveled to Madurai, India to teach and assist in developing a new optometry curriculum for the Aravind Eye Hospitals, the largest self-sufficient eye care system in the world.
Her primary specialty is Glaucoma and Dr. Stone cares for patients will all types of eye conditions. Prior to joining the Total Vision group, Dr. Stone practiced both privately in a glaucoma group and in affiliation with Mercy Hospital, diagnosing and treating all forms of eye disease.

Gregory M. Barbush, O.D. is an associate optometrist of Eye Care Associates. He graduated from James Madison University with a B.S. in Biology in 2009. He received his Bachelor of Vision Science and his Doctorate of Optometry from the Pennsylvania College of Optometry at Salus University in 2013. In his clinical rotations, Dr. Barbush specialized in the treatment and management of glaucoma, contact lenses, pre and post operative LASIK, and pre and post operative cataracts. In April 2013, Dr. Barbush co-authored the article “Treatment and Management of Allergic Conjunctivitis” published in Advanced Ocular Care.
Dr. Barbush is certified by the National Board of Optometry and is a member of the American Optometric Association and the Maryland Optometric Association.
Apoorva C. Jinka, O.D. is an associate optometrist of Levin Eye Care Associates. She graduated from George Mason University with a B.S. in Neuroscience in 2012. She then received her Doctorate of Optometry from SUNY College of Optometry in Manhattan, NY in 2016. Her clinical rotations included Yale-West Haven VA Medical Center in Connecticut and Woodhull Medical Center in Brooklyn, NY. Her training emphasized the treatment and management of ocular pathology, such as glaucoma, macular degeneration, trauma, and ocular emergencies. She is also experienced in pre- and post-operative cataract surgery management, as well as fitting specialty contact lenses, such as gas-permeables and sclerals.
Dr. Jinka is passionate about volunteering and giving back to local and global communities. She has previously participated in missions providing eye care services around New York City, as well as to thousands of natives in Mexico and Central America through VOSH International. She is also certified by the National Board of Optometry, and is a member of the American Optometric Association and the Maryland Optometric Association.
When Dr. Jinka is not seeing patients, she enjoys photography, traveling, and spending time with her family.
Matt Siu O.D. is an associate optometrist of Levin Eye Care Associates. He graduated magna cum laude from the University of Alabama at Birmingham with a Bachelors of Science degree in Biomedical Engineering. He then went on to earn a dual degree in Masters of Vision Science and Doctor of Optometry from the State University of New York College of Optometry in 2016.
During his clinical rotations at the University Eye Center Contact Lens Clinic in Manhattan, he focused on the evaluation and fitting of specialty contact lenses, including multifocal, corneal reshaping therapy (orthokeratology), gas permeable, hybrid, scleral lenses, and prosthetics in patients with various and complicated anterior segment diseases. He was also trained at the Ezra Medical Center in Brooklyn, where he diagnosed and treated ocular disease and binocular vision disorders in both the pediatric and adult population.
Dr. Siu completed the National Eye Institute (NEI) Pre-Doctoral Summer Research Fellowship in 2013 where he co-authored the article “Stimulus Characteristics Affect Assessment of Pupil Defects in Amblyopia” published in April 2015 in the Optometry and Vision Science, the official journal of the American Academy of Optometry.
Dr. Siu is certified by the National Board of Optometry and is a member of the American Optometric Association and the Maryland Optometric Association. Dr. Siu is fluent in English, Cantonese, and Mandarin Chinese.
Dr Rubin was one of 300 Ophthalmologists in the US selected to study a new steroid which was evaluated for use in asthma and allergy. Dr. Rubin was certified in special refraction techniques and in the evaluations of cataracts using the LOCS technique developed by research at the NIH. In 2005 he was the Boucher Lecturer at USC Estelle Doheny Eye Center. Dr. Rubin has lectured at the NIH, the University of Illinois Eye and Ear Hospital and at the Jules Stein Eye Institute at UCLA. He was at the NIH for 15 years and has been involved in the care of patients with many eye disease and those related to receiving treatment for Melanoma, Bone Marrow/Stem Cell Transplant, Sickle Cell Disease, Cystanosis and NOMID. The latter two are very rare diseases, the treatments of which have resulted in remarkable benefit to the patients. Another interest has been in the treatment of severe dry eye. He will be the recipient of the prestigious Richard C. Troutman Award in Ophthalmology at SUNY Downstate Medical College in April 2007. Dr. Rubin was a co-author in a number of prestigious journals this year, including the New England Journal of Medicine. Together with Dr. James Fielding Hejtmanick, he was involved in the discovery of the gene responsible for Francois Neetans Cornea Dystrophy. Dr. Rubin has recently submitted a patent for a drug that inactivates MMP’s. This will be a major contribution to the treatment of eye and medical diseases. He continues to collaborate with Dr Hejmanick looking for the gene responsible for Pterygium, Fuch’s Dystrophy, Familial Macula Degeneration.
Carl M. Waxman, O.D., is thrilled to join the Levin Eye Care team as an associate optometrist. He brings 38+ years of experience as a Doctor of Optometry.
He attended the University of Maryland- College Park as an undergrad until 1974, when he obtained early acceptance to the Pennsylvania College of Optometry. He obtained his Bachelor of Science degree from P.C.O. in 1975 and his Doctor of Optometry in1978. He participated in clinical internships at the Kimbrough Army Hospital-Fort Meade, clinics associated with P.C.O. and several private O.D.s.
Upon graduation from P.C.O., he worked as a staff optometrist at the Katzen Eye Group with privileges at Mercy Hospital. He was a staff optometrist at the Bon Secours Hospital Eye Clinic between 1979 to2001. In 1981, he became an associate optometrist at Penn Optical until 2001. He was the Chief of Optometry at the Washington Village Medical Center from 1991 to 1995.
In 2001, he became an independent optometrist with Cole Vision which became Luxottica located in Sears Optical. He was a member of the Optometric Advisory Council for Luxottica for over five years. In2003, he was awarded the Cole Vision Clinical Excellence Award.
In his 38 years of optometric practice, he has specialized incomprehensive eye care, including the diagnosis and treatment of eye diseases, fitting of contact lenses, pediatric vision care, glaucoma co-management, pre and post management of cataract surgery and refractive surgery (PRK and LASIK).
He is a member of the American, Maryland, Greater Baltimore and Anne Arundel County Optometric Associations.
In his spare time, he enjoys road biking, scuba diving, nature photography and travel.
Mindabeth Jacobs is originally from a small town in north Alabama. She completed her undergraduate degree at the University of Florida and then attended Optometry school at NOVA Southeastern in Ft Lauderdale, Florida. After Optometry school she completed a residency in ocular disease and attained a fellowship in the American Academy of Optometry.
Dr. Jacobs has authored several articles on treatment and management of Ocular disease. The past few years she has focused on pediatrics and contact lenses in Atlanta to broaden her scope of practice. She is on the Board of Directors of the American Board of Optometry and serves as a consultant to individual state boards. She comes from a family of ten Optometrists and is looking forward to serving Baltimore and the surrounding communities.
Dr. Joshua Steiner is a surgeon and vitreoretinal specialist at The National Retina Institute (NRI). He is a specialist in the diagnosis and surgical treatment of retinal diseases.
Dr. Steiner graduated from Ner Israel Rabbinical College in Baltimore with a Bachelor of Arts degree in Talmudic Law before attending Towson University for his premedical studies. He earned his medical degree from Wayne State University School of Medicine in Detroit, Michigan. Dr. Steiner then completed his internship at Maryland General Hospital, followed by residency training in ophthalmology at the Friedenwald Eye Institute there, where he served as Chief Resident in Ophthalmology. Following residency training in 2008, Dr. Steiner joined The National Retina Institute.
Dr. Steiner is a member of the American Academy of Ophthalmology, the Association for Research in Vision and Ophthalmology and the American Society of Retina Specialists. He has published several articles and abstracts in peer-reviewed journals, including the journals Retina and Neuroscience. Dr. Steiner is interested in research on Stargardt disease and novel treatments for macular degeneration.
